To say Fortuna is “mercurial” and “capricious” is to politely understate the situation. On the surface, she appears equal parts charming and eccentric, like your own Manic Pixie Dream Girl come to life. Underneath? She’s…. pretty well insane, unable to form a long term coherent focus make important decisions, or generally care about anything except what’s right in front of her, in the moment. Trust us, she’s a nightmare.
She has a love affair with the forces of Chaos, and adores watching the outcomes of others’ gambling, risky behavior, and bucking of the status quo. If she had her way, she would turn the whole world upside, and shake it like a snowglobe. Since she can’t have her way--per se, there are rules, you see--her mortal enemies--she sometimes has to lean on others willing to risk it all for their own peculiar aims.
You’ll find a few of those working for her, with various degrees of freedom and self-specified jobs. She treats most of them indifferently, and even if they’re contracted to her life and soul, she would let them walk off in a heartbeat: she knows fate is inescapable, and so she has no need to rule with an iron fist when the game is rigged. Not that she has the ordered will to do so anyway. Not that the fact there are Laws doesn’t bother her extensively…
She has moments of wild, enthusiastic abandon that lend her a certain childlike innocence--even when calm, she can often go from being well-mannered to showing a complete disregard for decorum. There are often times her ability to work a room completely disappears. She seems incapable of understanding politics.
But make no mistake: she’s not naive, she’s a grown woman of the world, and the City’s official source for the earthly vices that encourage indulgence, recklessness, and spontaneous passion. Anyone who feels the need to sow a wild oat or plant a whole field--just to watch it burn--should probably start at her game table, or in the casino’s full service bar. Make nice with her, and you might even score a private high stakes game with a chance to make your wildest dreams come true--if you’re brave enough to lay down a worthy bet.
Fortuna seems benevolent and fun loving then, a gem of decadent splendor ready to delight the entire City. And she certainly can be. But she does have an angry, vengeful side--which you should hope to never see.
Fortuna believe in a world of Possibility, where all must equally pay to play, and accept their outcomes graciously. She’s a generous soul, who will allow even a born loser to play all night until his luck comes back up (or he runs himself so far into the hole he’s buried forever), but she can’t stand even the scent of a cheater. No, we’re not talking counting cards or weighting dice--that’ll only get you in trouble with her bouncers. We’re talking about skipping your bill on Fate, working the system, jerking around the Laws of Nature to trap others while you go free, running your tab with the intention of never paying. The people that try to bind her to her wheel, try to manipulate her, figure out how to sway her to their side--the people that can’t learn to appreciate her the way she appreciates a world built on Chance. You… aren’t one of those, are you? Of course you aren’t.
That’s not to say you can’t attract her ire in other ways, but that’s the only constant we can advise you to avoid. Other than that, try to remember Fairy Tale rules when she’s around: mind your speech, mind your manners, and if you don’t want a wild ride? Don’t touch anything she offers you to eat and drink. And definitely, definitely don’t stick around if she pulls out this little wooden wheel she carries around and asks if you find today a touch boring…
One more major point to keep in mind is Fortuna’s relationships. She’s crap at building them. Hero is “hers” in a possessive, professional sense, but no one can figure out if she really cares about his welfare or not--especially Hero himself. She shows a strong fondness for her sister, like a magnet meeting its polar opposite. When they’re apart, of course, she can become easily and irrationally irritated by Tammy for some reason (and has been known to throw tantrums if the Librarian’s name is invoked while she’s out having her fun). Together, though, there is no stronger bond. And so, if she’s not at her Casino, a good second place to look for her is at the Library.
There’s a few others on her short list of likes, but like Hero, you won’t always know if you’re on it or not. She can often be flirtatious and gregarious towards others when she chooses, particularly within the Casino. She does recognize that Fortune is attractive, and within the best of her ability, tries to play that up to get others, well, playing. But she isn’t mutually attracted to most of them--more, just the energy they generate and the way Hero relaxes when there’s more money pouring into the House. Getting her to care about any actual person beyond her momentary interest in whether or not they could be an agent of chaos is, frankly, difficult. She vents her frustrations and satiates her wants with whomever and on whomever she sees fit, and sees no need for the security and trusting intimacy of a deep friendship, or any other relationship.
It does fascinate her sometimes, the things others esteem, the codes they set up and follow for themselves, the values they believe lead to a rich and full life. For Fortuna, a “good” life or a “bad” life is meaningless, seeing that it’s all just a game to play. And games are just plain exciting. … At least at the start….

[She turns away, like she’s listening to someone off camera.] But you told me to say that! It wasn’t what I wanted to say!
[She listens for a few moments, then waves dismissively, turning back to her audience.]
Skipping down to the good part: after being closed for repairs from the fire-- [She giggles until she snorts] the Casino is now re-opened for business! Yay!
